(Wasn't メリーバッドエンド on the last one that was subtitled 'west'.... what is 'west' in Japanese geography anyway??) haha yeah メリーバッドエンド and ASTARIA both participated in those VAs despite being Nagoya bands. technically Nagoya isn't in the Kansai region (which starts from Shiga and Mie and includes 5 other prefectures to their west), but maybe at that time they didn't think they'd be able to find enough bands in Nagoya to release a VA by themselves.
