I guess fans are invited (Japanese citizens obviously) to vote for songs to be included on the best album. I more prefer a completely new BEST OF album, other than a third compilation album from "DECADE XXXX-XXXX" series. I guess this one will be an -all time- best of album. This isn't likely in Dir en grey's case since Kaoru confirmed Utabumi and a new album months ago. But still, i can see why the thought would pass through ppls heads.
